This module and set of drush commands allows you to import and export menus to code. Unlike using the Features module to export menus, it allows removal of menu items as well as resetting a menu tree to exactly what the exported menu should be.
The 7.x-1.x branch is not functional yet and doesn't properly export menus. The 6.x-1.x branch is mostly working, but does not maintain menu consistency yet between imports and exports.
