In your theme
1. Add your custom styles to your theme .info file.
pane_styles[blue_background] = Blue Background
pane_styles[red_background] = Red Background
2. Create your style template in templates/panes/styles.
Example: for a blue_background style, create a panels-pane-style--blue-background.tpl.php.
