Responsive, Drupal Views managed, Drupal content fed, interactive panoramic tours will be relativity easy to build using Drupal tools. This is intended for "walk around" style tours "looking out" and not 360 degree views of products "looking in".
The project will provide a new content type with Drupal configurable panoramic tours, a field type and perhaps Media integration for your own content types that need a virtual tour. Navigation of tours will be tractable with analytics and content will be Drupal driven - dynamic, multilingual, ect.
