The User Import Framework allows you to add users to your site from a CSV file. This module provides integration with Organic groups, allowing you to:

  • Add all users in the CSV file to a set of groups by default, or
  • Add a new "groups" column to your CSV file, to add specific users to specific groups

Drupal 7 port

This module is currently only for Drupal 6 and no work has been done on a Drupal 7 port, however, there is an issue in the queue about it: #1660184: D7 port

It looks like the uif_plus module adds OG support to UIF in Drupal 7. In the meantime, I recommend trying that module.
