Admin Users By Role

This module allows site administrators to granulate the "administer users" permission based on roles. This allows users with particular roles to add/edit other users within other roles.
This module is insipred by, and based on Administer Users by Role and Role Delegate. But tries to correct security concerns by overriding all of the user_access calls.

After enabling module:

1. Enable the "administer users" permision for all roles. (Don't worry the administer users permision does nothing when this module is enabled and is replaced by "super administer users". I had to do this so i didn't have to hack the user module.
2. Apply the appropriate admin users by role permisions
