Handles the following Use Case:
Alice uploads images to a Media Library content type and selects a vocabulary term to tag them to a specific use.
Bob creates an article and is able to select an approved image from the ones which Alice has uploaded.
More info on the constraints that originally drove development:
AWS S3 was selected for file storage.
Images were provided by a separate business unit and were intended to be used as a set for an individual "issue".
When an article was created, it was tagged with the issue and then the appropriate images were available for selection, but only their urls were needed.
