Like the "Entity Field Query" plug-in that comes with Feed Tamper, except that it does the look-up by a value in a field collection item in a field collection of the target entity.
For example, assume you had the following structure for a taxonomy term called "product category":
Product category

| My Collection | Field Collection |
And the field collection is as follows:
"My Collection" Field Collection
| Field Name | Field Type |
|---|---|
| My Value | Text |
This module would allow you to look-up the term that corresponds to the field collection item having a specific value for the "My Value" field.
