Omniva field for Commerce. All three Baltic states are available. You can create country based fields, using with shipping module you can configure a complete checkout process.

7.x-1.x - Creates a field that you can add to shipping customer profile. That way the value will be saved to your order. You also have to create flat rate price addon if you wish to add shipping costs.
