Drupal Commerce Pay Invoice
Like fresh books, but simpler. An admin creates an order, sends user/client a link to pay said invoice on drupal commerce site. If this was the only purpose of the site a site admin could just disable the cart module. The customer can't edit an order without the Cart module.

- Site Invoices client (rules?) with link to pay invoice
- Client pays invoice using checkout system and payment module
