By default, Workbench Access provides editorial access control on node content. This module extends that functionality to also provide editorial access control on taxonomy terms.
This requires that the vocabulary you wish to have access control enforced by workbench access have the corresponding taxonomy access field attached to it. For example, if you have a "State" taxonomy that is being used as the workbench access control field, and a "Tags" taxonomy, "Tags" would need to also have the "State" field attached to it.
