Another idea born on IRC.

Offers a way to render a welcome message (optionally only on the first site visit) with jquery to the visitors of the site.

Configuration options will be:
- message title
- message text
- message text filter

- render only ones (main function and motivation of this module) / every time / ones per day/week/month/year
- render for roles (include/exclude)

- jquery in-event
- jquery inbetween-event
- jquery out-event

- Maybe even some css styling, but it's very easy to modify the css file.

The module is still in a very rough/pre-alpha state, see this git for the current files. (we are currently just playing with the idea a bit, if the files are d.o.-ready, we'll upload them.)
