The module commerce_extra_panes (atleast the terms of service submodule) does exactly the same.
This is a simplified version.
This module adds a I agree step / pane to the checkout process.
It is configurable in a admin page.
You can
- add the correct'I AGREE' text
- choose if it should be in a separate checkout page
- embed the box in the existing checkout pages.
Very simple module.
Seems usefull for site configurators.
