Unlike modules such as legal, term_of_user or disclaimer, Node Disclaimer module allows protection of node pages with a disclaimer. Whenever user is trying to view a protected page, they will be redirected to the disclaimer page and asked for accepting the terms.
Drupal 8 is supported.
