Use Website page module to create pages, with custom HTML, on your site that can fully overwrite standard Drupal page template system.
Usually you would use this module to create complex landing pages that has a lot of custom HTML/CSS/JS and you do not want to create custom page templates in your theme or create custom content types, block, panels with complex structure.
Basic idea is, frontend developer creates a custom HTML/CSS/JS code for new page and site editor just create new website_page node with the same code from developer and that is it.
