Back in Drupal 6 and 7 days ctools provided a functionality called jump menu. You could basically provide a select element, choose any of the value and jump to some dedicated page.
This project provides the same functionality in Drupal 8, because ctools, according to their maintainers, will be focusing more on panels/page_manager stuff only.
