This sandbox provides a solution for importing taxonomy term translations from CSV into Drupal 8 today.
This sandbox is a stop-gap solution, either until it can be integrated back into taxonomy_csv or as a separate module to provide functionality missing in taxonomy_manager.
It currently is just an incomplete drush script to save other developers the time of redoing obvious tasks here. I plan to convert this into a regular module with UI to make it more convenient and remove all hardcoded elements.
