Webform XML Export provides Webform module with an XML download option. It also provides an API to further extend the XML download option to allow a developer to customize the output of the XML document. This module depends on Webform 3.x and Drupal core 7.x.
This is a parser plugin for Feeds that uses the SimpleHTMLDOM library to extract elements from HTML documents. It can be used to building screen scraping functionality with Feeds, and for automatically importing items from websites that do not support RSS.
Download the module and extract into your sites module folder. You will also need the Feeds module, and it's dependencies. Enable the module.

Move the unencrypted cablegate archive (named cables.csv) into your site's files directory. Then visit the Import page on your site and set the source to public://cables.csv. Then run cron 5000 or so times.
