This is the Devel / MimeMail module. It adds a custom mail system:
"DevelMimeMailSystem", which is a mashup of DevelMailLog and MimeMailSystem.
It stores HTML mail to the file system so you can debug or style html messages

Use https://www.drupal.org/project/views_templates instead

Sends pages in a way that allows browsers to show them much faster. First sends the cacheable parts of the page, then the dynamic/uncacheable parts. Uses the BigPipe technique.
