Inspired by #1499526: Remove Detection and Selection local task when a single language is enabled.

Allows admins to set what taxonomy vocabularies can be used as pre-filled option lists for webforms. Users can select which vocabularies to include and which to exclude, a common need for this is when using taxonomy for a mixture of user and admin tagging of content.

What does it do?

pgbar is a simple module that enables you to render progress bars based on the number of submissions on a webform. The progress bars are animated using a simple javascript. It also contains a simple set of default styles, ready to be extended/overridden.
