Placeholder pane

The initial motivation of this module is to loosen the dependency between panels, which can be exported as configuration, and content which cannot be exported as configuration.

A "higher level administrator" can define placeholder panes which will then be occupied by a "lower level administrator".

At this moment only nodes can be placed into placeholder panes. When a placeholder pane is created, the administrator selects allowed bundles (types). Only nodes that have an allowed type could be then placed to occupy the placeholder pane. When placing, the administrator select the view mode in which the node should be displayed.
