Sync UUIDs

This module provides the Drush command `sync-uuids` which purpose is simple: it updates the UUIDs of the active configuration entities to match those found in staged configuration files.

This is used to spawn a site clone without having to have an import an entire database dump from the existing sites. This would produce an "empty" site but with the correct configuration values. This can be useful during development.
