Translation own nodes provides users with the possibility to translate their own content without giving them any global translation permissions.
Currently (January 2017) some extra code was added in dev to make it work with entity_translation.
An extra permission "translate own content (entity translation)" was added. Please report any problems in the issue queue:

The Drupal 7 version borrows some concepts from Drupal 8. See #1795638: Drupal 7 port.
