When the webcam senses motion it will trigger certain desired actions to take place. The actions will be controlled by Drupal's Actions & Triggers/ Rules system, so they could include a notification by SMS/ email, playing an audio file (aka alarm), snapping webcam pictures/ videos, etc.
Security Webcam is still in the planning stages. It was added to Drupal.org in order to find more collaborators & maintainers.
This project will be a Drupal Feature http://drupal.org/project/features composed of a motion activated webcam (trigger) & a set of resulting actions (which will determine which other modules are required).
