Watchdog Ignore

I am repeatedly coming across products where either databases are overflowing with watchdog logs. This module allows you to enable different levels of Watchdog error reporting. I wrote the module about a year ago as a test module to prove the concept. I think that it is about time that I dug it out and tidied it up before contributing it.
